WHAT IS THE LARGE BUSINESS & INTERNATIONAL DIVISION? The Large Business & International (LB&I) business unit provides service and enforcement activities to support tax compliance of businesses and related entities with assets of $10 million or more, as well as small U.S. businesses engaged in international, U.S. citizens abroad and foreign persons and businesses with a U.S. tax requirement.

Responsibilities

WHAT DOES A REVENUE AGENT REVIEWER DO? Revenue Agent Reviewers use their recent experience to review examinations of the largest corporations, individuals, partnerships or fiduciaries. These entities often have extensive subsidiaries, diversified activities, multiple partners, and have national or international scope. As a Revenue Agent Reviewer, you will also use your oral and written communication skills to engage with peer reviewers and revenue agents, work on special review projects relating to operational and technical matters and serve as an expert in quality examination standards.

As a Revenue Agent Reviewer, you will:

Conduct independent reviews of cases examined by LB&I examiners by evaluating evidence and information used to support the examiner’s conclusions to determine if documentation and case development are adequate to support the auditing standards.Follows applicable procedures for case review and processing.Interprets and applies the auditing standards in accordance with established guidelines, performs analyses of statistical data, provides feedback when required and may conduct management studies to identify trends in the examination of tax returns based on observations made during the review of cases.Review examinations with integrated analysis of intricate and complex accounting systems, business activities, and financing.Apply an expert knowledge of the Internal Revenue Code, rulings, court decisions, and agency policies, regulations, and practices to determine the correct tax liability and evaluates the content of new and modified legislation and assesses the impact on the program.Develop review procedures to be used in accomplishing assignments, and develop time estimates for completion of each case review.Promotes awareness of program objectives and procedures by communicating program information through presentations, memoranda and/or other methods and develops and distributes instructional material when appropriate.Prepares, maintains and updates program/desk procedures and composes written responses to examiners, managers and other customers.

    Qualifications

    You must meet the following requirements by the closing date of this announcement.

    BASIC REQUIREMENTS FOR ALL GRADES
    A Bachelor's or higher degree in accounting from an accredited college or university that included at least 30 semester hours (45 quarter hours) in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management or finance. OR

    A combination of experience and education at an accredited college or university equivalent to a four year degree that included courses equivalent to a major in accounting, i.e. at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above. OR

    A Certificate as a Certified Public Accountant (CPA) obtained through written examination in a State, territory or the District of Columbia. OR

    Are currently serving as an Internal Revenue Agent GS-0512 and have been in this position for at least one year or was previously an Internal Revenue Agent GS-0512 and held the position for at least one year. AND

    You must possess the following professional accounting knowledge's: Principles of Accounting, Intermediate Accounting, Cost Accounting, Advanced Accounting, and Auditing. For more information on the required accounting knowledge's please refer to Internal Revenue Agent Basic Requirements

    This knowledge is typically acquired by completion of an accounting degree from a four-year college or university. If not from an academic environment, the knowledge can also be obtained from certain work experience.

    In addition to the above , you must meet the requirements described below:

    GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: progressively responsible and diversified professional accounting or auditing experience in work that required all of the following: 

    The application of professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities;The interpretation and application of Federal tax law for individuals, business and/or exempt organizations, partnerships, and corporationsApplying knowledge of business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition;Applying knowledge of corporate financial transactions and financial management principles and practices; ANDInteracting effectively with a broad range of individuals and negotiating with specialists in accounting, legal, tax, and other similar business related professions.

    -The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

    You must have been at the GS-12 level for 52 weeks (time-in-grade requirement).
